Resource_QS_Allocate - This block consumes quantity of resources and contains a single queue with no preemption.

Resource_QS_Allocate_Priority - This block consumes quantity of resources and contains a single queue with preemption.

Resource_QS_Free - Free the resources allocated by the Resource_QS_Allocate blocks.
